It was recorded that there happened about 200 times floods in the Yangtze River Basin between 185 BC (Han Dynasty) and 1911 (end of Qing Dynasty). It is almost happened once in ten years. The heavy flood has been happened on Yangtze River in the year of 1948, 1949, 1860, 1870 in the 19th century and 1931, 1935, 1949, and 1954 in the 20th century. For example, the heavy flood in 1931 submerged about 340 hectares fields in the middle and lower reaches of the Yangtze River; 28,000,000 people were affected by this flood; and Wuhan City was submerged. After the establishment of the People's Republic of China, the Basin Program Institution has been set up to make plans for the multipurpose use of the Yangtze River Basin. In the development of Yangtze River history, Three Gorges Dam is the famous water-control project all over the world.

Among them, there are 15 large scale irrigation areas which as large as 60,000 hectares; and the Dujiangyan irrigation area has been enlarged to 533,000 hectares from its original 200,000 hectares.
